A Call Became a Movement. A Movement Changed Policy.
In less than a year, independent restaurants and bars secured $28.6 billion in direct federal relief.
When COVID-19 hit, federal programs didn’t reflect how restaurants operate. Costs continued, revenues disappeared, and many businesses were left without meaningful support. It quickly became clear that independent operators were not being considered in the policy response.
In March 2020, a small group of restaurant and bar owners came together to change that.
What started as a single call grew quickly. Thousands of operators, workers, and supporters joined efforts to advocate for relief that matched the realities of the industry.
The Independent Restaurant Coalition proposed the RESTAURANTS Act, a relief plan designed specifically for restaurants and bars. With support from industry voices, economic analysis, and bipartisan leadership, the proposal gained traction in Washington.
Over the following months, IRC members met with the White House, testified before Congress, and worked alongside policymakers to advance a targeted solution.
In March 2021, $28.6 billion in direct relief for restaurants and bars became law.
It was the first time independent restaurants received dedicated federal support at this scale.
Building on that work
The challenges facing independent restaurants did not end with the pandemic. Many of the underlying issues—thin margins, limited access to capital, and policies that don’t reflect the industry—remain.
Since 2021, the IRC has continued to advocate for more durable, long-term solutions. This includes work to improve tax policy, address industry consolidation, expand access to capital, and ensure that restaurant operators are included in policy discussions that affect their businesses.
Alongside this advocacy, the IRC has supported operators directly through relief efforts, partnerships, and opportunities to connect and organize.
Because policy decisions—at every level—shape what is possible for independent restaurants and bars.
